Indira Awas Yojana is the scheme which will provide basic needs to the people. The basic need of human is food, shelter, and cloth and it is the right to have for every individual. The Ministry of Rural Development in India will see the rural development and look after rural needs. Indira Awaas Yojana is one of the programs of the ministry of rural development. IAY accord with the housing issue and promises to offer shelter to those who are shelterless. It contributes the housing need for poor rural people who are below poverty line. Indira Awaas Yojana has come into existence in 1985-86 and is the part of Rural Landless Employment Guarantee Programme. Indira Awas Yojana

Indira Awas Yojana was announced to offer uniformity and also the policy for rural housing. There were some schemes before IAY but only a few schemes would offer the housing and others to afford the cost of construction completely. IAY is being the subscheme of Jawahar Rozhar Yojana. Only 6% funding of JRY was issued to Indira Awaas Yojana and contributes funds from center and state for the yojana in the ratio of 75:25. To start with a family who is living below poverty line will get Rs.45,000 to build a house in the plain area and who are at the area of hilly and difficult will get Rs.48,500. The financial assistance has improved to Rs.70,000 and Rs.75,000 within the 1st April 2013. IAY beneficiaries can have a loan of Rs.20,000 to build a house with an annual interest of 4%. Indira Awas Yojana funds can also allow constructing kuccha houses.

Main features of Indira Awas Yojana

By this Indira Awas Yojana scheme, receiving funds of 75% weight age is allotted to the scarcity of housing and 25% to poverty ratio. SC/ST gets the benefit as 60% funds are for them, for physically handicapped get 3% share in funds and minorities get 15% share in total funds. The houses by this Indira awas Yojana scheme are allotted for women or both husband and wife. 5% of the total fund is ready for an emergency situation like natural calamity or riot. This fund is available from the state to state. Beneficiaries are selected by Gram Sabha either from the list of eligible for below poverty line or Permanent Indira Awaas Yojana. By Indira Awaas Yojana, 25.2 million houses have been constructed from 1985. Rural housing is one of the programs out of six parts. Special projects on India awaas yojana:

95% of the total budget can be used for the components for new houses, up gradation of houses and provision of house sites and administrative expenses. The remaining 5% is at Centre and is put aside for special projects used for:

  • Rehabilitation of BPL families which is affected by natural calamities, law and order problems.
  • families settlement of unsafe tribal groups, FRA beneficiaries, families of laborers and manual scavengers.
  • Rehabilitation of persons is affected by occupational diseases.
  • House construction to a demonstration about eco-friendly, appropriate and locally relevant technology.

Administrative expenses of Indira Awas Yojana scheme:

Up to 4% of the funds which were released can be used for administrative expenses for which was 0.5% can be obtained at the state level and the balance will be distributed to the districts. The administrative expenses will be used for IEC activities, MIS evaluation studies social audit capacity building and technology demonstration
